Cost Rica became the 112th State to accede to IMO's International Convention on Maritime Search and Rescue (SAR Convention). The worldwide ratification and implementation of IMO's International Convention on Maritime Search and Rescue is vital for the efforts to ensure the safety of international shipping.

As of 1st January 2019, amendments to the bunker delivery note have entered into force, relating to the supply of marine fuel oil to ships, which have fitted alternative mechanisms to comply with the IMO's 2020 sulphur cap. Other amendments that entered into force this year include the IMSBC Code 2017 amendment and the amendments to designate North Sea and Baltic Sea as ECAs.

HSFO, high-sulphur fuel oil volumes that were traded in S&P Global Platts' Singapore price assessment process were almost decreased in half during 2018 in comparison to the previous year.
