Applicable for all vessels transiting through Angola
It has been announced that all vessels transiting through Angola are now required to follow the country’s ballast water management (BWM) requirements. All vessels originating outside Angola must follow Angolan Executive Decree 12-05, article 10 regarding BWM.
This decree aims to ensure that the BWM requirements are communicated to vessels well before they arrive at the terminal, but it has come to light that this information is not being passed to Masters and, in some cases, vessels are unaware of the requirements.
In order for operators to ensure that vessels and/or installations originating from outside the country and operating under their responsibility comply, they must:
1) Have the means recommended by the International Maritime Organisation (IMO) for managing ballast water, namely the following as applicable:
i. a ballast water management plan as an integral part of the operational plan for the installation;
ii. a record book in which the following are recorded:
a. The co-ordinates of the loading/discharge points, the quantity of water loaded/discharged, the capacity of the tanks as well as the date of operations and the duration of the discharge
b. The location of the sampling points
c. The date when sediments were last cleaned
d. The names of the persons responsible for implementing the ballast water management plan and of the person responsible for the records.
2) Proceed, immediately after loading, to treating the ballast water with the minimum quantity of biocide needed to eliminate micro-organisms
3) Proceed with exchanging ballast water at a distance of over 100 nautical miles from the Angolan coast.
