Paris, Tokyo, Black Sea and Indian MoUs launched a CIC on Crew Familiarization for Enclosed Space Entry, during the period 1st of September 2015 until 30th of November 2015.On completion of the 3 months period, Black Sea and Indian Ocean MoUs have issued preliminary results for the CIC.
The preliminary outcome of the Campaign resulted in several detentions for CIC related deficiencies. CIC questionnaire was completed during 1,022 inspections for Black Sea MoU and 1137 inspections for Indian Ocean MoU. A total of 28 ships were detained as a direct result of the CIC during the 3 month period.
Analysis of the recorded deficiencies shows that crew members have understood the dangers caused in enclosed spaces and the importance of procedures. However, implementation of procedures and performance during drills still, seems to be a difficult part for crew members to contact satisfactory.
The most un-favourable results were on questions 9, 5 and 4, which asked if during the CIC, the PSCO is to observe an enclosed space entry and rescue drill, did the drill comply with the requirements of SOLAS Chapter III, Regulation 19.3.6; whether the training manual available on board and its contents complete and customized to the ship and whether or not crew members responsible for enclosed space emergency duties familiar with those duties.
Ship Managers should enchase the implementation to Enclosed Space Entry requirements regarding drills and familiarization. Training manuals should be revised in order to include related items. Continuous Training seems to be number one item for ship owners to focus for crew familiarization on Enclosed Space Entry Procedure and a relevant Training Pack should be available on board
